By specialist, they probably mean "Facharzt".
Makes sense- for some Zusatzweiterbildungen, you have to be Facharzt to get the certificate.
But every Landesärztekammer has its own rules. Look for the Weiterbildungsordnung on their homepage- there you will find the requirements for every Facharzt and Zusatzweiterbildung.

Yes,definitely they meant Facharzt.
@WackenDoc: I've read the Bundesarztekammer Weiterbildungsordnung 2003 too and it says the same thing.
You don't have to be a Facharzt to acquire the following Zusatzbezeichnungen (in Bavaria):
Ärztliches Qualitätsmanagement, Akupunktur, Betriebsmedizin, Homöopathie, Intensivmedizin, Manuelle Medizin/Chirotherapie, Medizinische Informatik, Naturheilverfahren, Notfallmedizin, Palliativmedizin, Physikalische Therapie und Balneologie, Psychoanalyse, Psychotherapie, Sozialmedizin, Sportmedizin, Suchtmedizinische Grundversorgung.
