Is it possible for a foreign general practitioner to study one of the "Zusatz-Weiterbildungen" like Allergologie or Naturheilverfahren in Germany without becoming a medical specialist(Facharzt) there?

I think so because the former "Praktischer Arzt" was allowed to do that. The actual German GP (Facharzt für Allgemeinmedizin) is a medical specialist, however.
Nevertheless you should ask the Landesärztekammer of the federal state where you are going to work.

Those "Zusatzweiterbildung" is not being STUDIED.
You don't do that at a university or a college or something like that.
When aiming at getting such a certficiate, you work in a clinic or a doctor's surgery. It's a specialised clinic (or department of a clinic) or a specialised doctor.
While there, you are supervised and instructed to learn everything you need to know.
Sometimes, there are some classes to attend, but you are - at any time - not attending university.
It's more like a professional training.

Well, to complete the nitpicking...
For nearly every Zusatzweiterbildung you have to attend a class and to pass an exam. Only then you will get a "Zusatzbezeichnung" (some call it "Gelddruckmaschine der Ärztekammern"). The medical societies or the "Landesärztekammern" usually offer these courses but not the universities, however.
